Советы я не давала и не даю, ибо у каждого своя голова на плечах, а легальщиной так вообще занимаются люди с лицензией, так как заплатили за право пользоваться частными кодом, который они называют "закон" [их юрисдикции]. С другой стороны я всегда могу поделиться тем, что сделала сама, а вы как-нибудь сами решите.
Итак, когда управляйка начала ревизию товара, пардон, перепись населения, я получила по почте пост-карточку с уведомланием о том, что я должна принять в переписи участие и что неподчинение карается законом. Про неподчинение они запихали в рамку, т.е. как бы сняли ее с документа.
Я пошла на их сайт, но сайт предлаагал переписать резидентов живущих в федральном мешке NY, а не на земле N.Y. Поэтому я написала письмо директору бюро перепеси, вложила $10 почтовый перевод (money order) и отправила.
Перевод мне вернули заказным письмом.
$10 - это в Мериканьской Конституции. Article 1, Section. 9.
The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a Tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person.

I found some disparity in your Executive department's "U.S. Census Bureau" website and mailing(s), as contrasted with the more lawful language of older, de jure American Law.

I am returning the latest postcard dropped in my mailbox, but with some minimal annotations; to wit:
Along top - Return to Sender for Good, Lawful Cause(s).

Left of “Your response is required by law” is written in a four corner of its own; Is this a separate document?

Rite of federalized "address" -
NOTICE:
Not a "RESIDENT".
Not in "NY", but upon “N.Y.”
Regarding the de facto, post-Civil War "legal" language (or symbolaeography) that i perceive in your website's Questionnaire, i read under the curiously captioned
< https://my2020census.gov/app/goodbye >, the following:

If you will not be living in a U.S. state, the District of Columbia, or Puerto Rico
on April 1, 2020, you do not need to complete this 2020 Census questionnaire.

Although i happen to be an accidental recipient of your entity's mailing(s), i live upon New York State; one of "the several States" as provided for in the 'Constitution for the United States of America' (the Preamble "title").

I am well aware of the post-Civil War Congress's re-"definition" of the word "State"; to wit:
"to mean and include a territory and District of Columbia".
("Statutes at Large", Volume XV., 40th Congress, July 20, 1868; P. 166, Sec. 104.)

Consequently; i do not "reside" in a "U.S. [federal] state" (or "State"), meaning a territory, or "the District of Columbia, or Puerto Rico". And in fact, I never have.

Therefore
[I] "do not need to complete this 2020 Census questionnaire." - < goodbye >.

Thank you for your entity's virtual Questionnaire which, being so exquisitely at attuned, separates Wheat of the Empire State from the chaff of mere "U.S. citizens".
